Chemical substance which, when added to water, has surface active properties and is capable of reducing the surface tension of the water promoting the penetration of or spread over the surface of another material and reducing interfacial tension between two liquids, between a liquid and a solid, or between liquid and air. Closely related: emulsifier, wetting agent. Note, aqueous wetting agents that are added to water are included in this category. A new category for non-aqueous wetting agents was added as these are not added to water.
